Description
The SRCC-E has a requirement to provide all resources necessary to provide services under the Army Food Program to include Dining Facility Attendant (DFA), Full Food Service (FFS), and reduced Troop Issue Subsistence Activity (TISA) at Fort Gordon, G eorgia. The requirement includes services for three full food service facilities, one military facility staffed with military cooks and contract civilian dining facility attendants, and food service augmentation for the hospital cafeteria located on Fort Gordon. The NAICS for the requirement is 722310, Food Service Contractors. The size standard is $17.5M. The period of performance will be for a total of five years, a base year plus four, one-year option periods. The solicitation will be available on o r about 15 November 2005. The requirement will be solicited as a competitive procurement, 100% set-aside for certified 8(a) concerns. All interested concerns are hereby notified that this acquisition contains a requirement for FFS, which is subject to th e exercise of certain Defense preference policies regarding the Randolph-Sheppard Act (RSA) (20 U.S.C. 107). The RSA applies a selection preference to qualified nominees of State Licensing Agencies for the Blind who represent clients seeking Defense contr acts for military cafeteria-style food operations. Application of this preference may entitle a qualified offeror, whose evaluated proposal is considered technically acceptable to receive award for the FFS portion of the requirement without further consi deration of other highly rated proposals. As a result of the RSA implication, possibly two contract awards will be made using the lowest price technically acceptable source selection process. All responsible sources may submit a proposal which shall be c onsidered by the agency. The Request for Proposal shall be made available only through Army Single Face Industry (ASFI) website at https://acquisition.army.mil/asfi/.
