Description
The Government intends to negotiate and procure, on a sole source basis, basic services and supplies related to the furnishing of six each horses and related and ancilliary equipment (i.e. pick-up truck, trailer, saddle, tackle, medicinal supplies, a nd safety gear. ( The Government is not seeking propsals.) Range Riders are Government employees that perform the following duties: Responsible for down range security to ensure operational mission safety, closing roads to ensure safety during missle t esting and live fire training operations. Conduct personal meeting with local ranchers in order to facilitate an understanding of military operations that respective ranching operations. Plan and manage hunting activites on the Fort Bliss Reservation consistent with the New Mexico Fish and Game Department and the Texas Department of Parks and Wildlife laws and regulations, including the humane destruction of sick or injured animals and the investigation of illeagal poaching. Monitor, protect and secure compliance with the National Environmental Protection Act (NEPA). Investigate violations concerning these sites. Provide knowledge of range conditions to each USACAS commander to include, but not limited to, road and river bed trafficablity/accessiblity, environmental pollution and tash dumping, maneuver damage, fence damage to neighboring ranches, availablity of wa ter in tanks and watering points for domestic animals and wildlife. Protect the Reservation against threats including criminal trespasses, illegal transit and contraband trafficking on reservation, through observation and patrolling by four wheel drive truck, on horseback, on All Terain vhicles and on foot. Track, locate, and/or detain these threats; turn over to other law enforcement agencies as required. Track, locate and remove domestic livestock trespassing on the reservation including ranges, training areas and impact areas. Provide support and assisitance in fighting forest, range and grassland wildfires. Escort and ensures the safety of personnel entering controlled, hazardous or remote areas.
