Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to negotiate and award a purchase order on a noncompetitive basis to Dr. Jie Wen, 101 Rockville Pike #107 Rockville, Maryland 20852, to continue to provide the Laboratory of Oral Infection and Immunity with professional laboratory support services to explore the molecular basis and mechanisms responsible for antineoplastic effects of the innate immunoregulatory molecule, secretory leukocyte protease inhibitor. The knowledge obtained will help the development of rational targeted therapies for the prevention and treatment of cancer. Specifically, the tasks to be performed by Dr. Wen, are to work on the use of cDNa arrays and proteomics by identifying molecules that are for the fibrinolytic, metastatic and immune modulatory effects of SLPI, to complete cell culture, cell transfection for protein expression, RNA extraction, large scale isolation of cellular protein, assays of apoptosis, and DNA manipulation. Dr. Wen, will also utilize mRNA to assess the genomic-wide expression of genes relevant for the tumorigenic effects of these molecules. Validate the results using real-time PCR analysis, determine the effects of these molecules on the proteomic profile of cells exposed to these agents their associated molecules from cells, and keeping careful records of all experiments that will be performed. The performance of the contract will be evaluated daily and if it the performance is considered to be substandard in the judgment of the Project Officer, it shall be documented, and corrective measures of improvement shall be accomplished as well. Period of performance is a minimum of 40 hours per week Monday thru Fridays performing studies, starting November 1, 2005 thru April 30, 2006. Failure to arrive on time or to follow the time schedules or instructions as indicated shall be considered default of the contract. The sole source determination is based upon the knowledge, skills and expertise that Dr. Wen, possess and continues to provide support in protocol #3243. She is an expert in molecular biology and has extensive experience in the evaluation of proteases and signal transducing pathways in cells necessary for theses experiments. An award to any other source would affect the NIH?s anticipated outcome based upon Dr. Wen, experience, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
