Description
The solicitation number has been changed to SP0406-06-R-0360. Defense Supply Center Richmond, an Inventory Control Point for the Defense Logistics Agency will negotiate with responsible concerns for the establishment of one or more Indefinite Quantity-type contracts for the supply of industrial gases and the maintenance of cylinders in Japan. One or more basic contracts will be awarded and delivery orders will be issued thereunder. These gases will support US Military customers in Japan. Gases to be included on the resulting contracts are: Acetylene (10 cubic feet, 40 cubic feet and 225 cubic feet); Argon (246 CF); Carbon Dioxide (grade B-50 pounds; fire grade-15 pounds and fire grade 50 pounds); Technical Chlorine (150 pounds); Technical Helium (216 CF, Grade A and 216 CF, Grade B); Technical Nitrogen (oil free-216 CF; oil free-336 CF and oil tolerant 226 CF); Aviator's Breathing Oxygen (247 CF); Technical Oxygen (27 CF and 247 CF); Propane (Grade HD, Type II, 100 pounds); Sulfur Hexafluoride (100 pounds); and R-134A Tetrafluoroethane refrigerant- 43 pounds). All shipments shall be FOB origin- with shipping charges added as a separate line item to the invoice, in one (1) or three (3) days pursuant to DOD guidelines. Cylinder maintenance must be conducted in accordance with DOD, CGA and US DOT regulations. The retest facility must be US DOT-certified. Each gas, listed above, will have two NSNs assigned to it. One is a Full Cylinder NSN and the other is an Exchange NSN. If a customer orders a Full NSN, contractor will deliver the full US Government-owned cylinder and leave customer location. If a customer orders the Exchange NSN, the contractor will deliver the gas in US Government-owned cylinders but then pickup empty cylinders at the customer location. These empties must match the gas service and cubic feet capacity of the filled cylinders that were just delivered. The minimum order quantity will be one (1)cylinder and the maximum order quantity will be 256 cylinders. The solicitation will be issued on an unrestricted, full and open competition basis. Formal source selection will apply to this procurement. Formal proposals will be required from offerors and the proposals will be evaluated pursuant to the information in the solicitation. Proposal preparation instructions are also included in the solicitation. See numbered note 26- this solicitation will not be issued on a commercial basis. Price redetermination clause will be included in the solicitation, which provides for 6 month price changes based on the volume of cylinder maintenance that is required. Additionally, the solicitation will provide for a 3% annual escalation of unit prices. Contractors must provide pricing in Japanese Yen. The final contract document(s) will convert the Yen into dollars, yet citing the Yen for payment purposes. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors (including source selection factors) as described in the solicitation.
