Prospective Research Areas Part II Proposal Preparation Part III Proposal Evaluation Individual Proposal Evaluation Template ABSTRACT: The Munitions Directorate of the Air Force Research Laboratory, Eglin AFB FL is interested in receiving research proposals in the areas of : - Flight Vehicles Integration Research - Biomimetic Signal Processing and Control - Autonomous Target Recognition - Hardware-in-the-Loop Real-Time Testing Technologies - Advanced Munition Digital Modeling, Simulation, & Analysis (MS&A) - Laser Radar Component Research - Navigation and Control Technology - Weapon/Target Mechanics - Damage Mechanisms Research - Fuze Research - Advanced Energetics. Proposals should describe scientific study and experimentation to increase knowledge and understanding in these areas. This Broad Agency Announcement consists of three parts (ATTACHMENT 1): PART I - Research Interests PART II - Proposal Preparation PART III - Proposal Evaluation ATTACHMENT 2 of this Broad Agency Announcement consists of the Individual Proposal Evaluation Template. The cost of preparing proposals in response to this announcement is not considered an allowable direct charge to any resulting contract or any other contract. It is, however, an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. Companies responding to this announcement are cautioned that only a Contracting Officer may obligate the Government to any agreement involving expenditure of Government funds. This Broad Agency Announcement (BAA) constitutes a solicitation for proposals under the provisions of PL 98-369, the Competition in Contracting Act of 1984. The BAA describes research requirements and methods for preparing and submitting proposals. uation Criteria found within this document. Adequate price competition is anticipated. (9) Evaluation Criteria: MNK-BAA-04-0001, Part II PROPOSAL EVALUATION, is amended to reflect the following evaluation factors, listed in descending order of importance for each: (a) Proposal Evaluation Criteria: 1. Technical Merit: Overall scientific and/or technical merits of the proposal, potential contributions of the effort to the AFRL/MN mission, and extent to which the research effort will contribute to balancing the overall research program of this directorate. This includes the following four sub-factors (listed in descending order of importance): a. Soundness of proposed approach to; 1) Meet performance objectives (e.g. range of impact angles, accuracy, penetration capability and survivability, footprint, etc.), 2) Integrate with aircraft (B-2/B-52), b. Technical feasibility (to include risk assessment) of proposed MOP point of departure design and the concept of operation; c. Scope of the proposed approach in addressing critical technical issues through the appropriate mix of analysis, modeling and simulation, critical component fabrication, as well as component and wind tunnel testing; d. Soundness of offeror’s process to develop a system design, test plans, system specifications, and the final technical report. 2. Relevant Past and Present Performance: Offeror’s capabilities, related experience (to include past and present performance), facilities, techniques or unique combinations of these, which are integral factors for achieving proposal objectives. Past performance will be based on work similar in scope (e.g. knowledge of penetrators, GN&C, etc.) and performed during the last 5 years. 3. Key Personnel: Qualifications, capabilities, and experience of the proposed principal investigator, team leader, and other key personnel who are critical to achieving the proposal objectives. 4. Cost: Reasonableness and realism of proposed costs and fees. 5. Small Disadvantaged Businesses (SDB) Participation: Pursuant to FAR 19.12 all proposals will be evaluated on a pass/fail basis as to the extent of participation of SDB. Offerors will provide targets for SDB participation, expressed as dollars and percentages of total contract value, in the SIC Major Groups as applicable, as well as total target for SDB participation as joint venture partners, team members, or subcontractors. Failure to submit these targets will render the offeror ineligible for award. These targets will be incorporated into and become a part of the contract. Offerors are reminded that this requirement is different from and in addition to the requirement for submission of a small business subcontracting plan in accordance with FAR 19.702(a)(1) & (2).
