Description
The United States Senate Office of the Sergeant at Arms (SAA) seeks qualified suppliers for its Telecommunications Modernization Project (TMP) to upgrade or replace the Senate?s existing telecommunications services and systems with new, improved technologies. Although the SAA has expended considerable resources to upgrade portions of its current infrastructure, the SAA requires further substantial upgrades to modernize its entire telecommunications infrastructure. Specifically, the SAA wishes to transition from a pure Time Division Multiplex (TDM) voice network managed solution to one that takes advantages of the benefits of Internet Protocol Telephony (IPT) to improve the delivery of voice and data services. Therefore, the SAA has released this Sources Sought Notice to: 1. Describe the scope of the effort involved in accomplishing the TMP, and 2. Solicit information from prospective contractors presenting and explaining their qualifications to accomplish the TMP. The activities of the vendor within the scope of the TMP include: a) Upgrading telecommunications and network equipment, including: i. Reviewing the existing infrastructure design and suggesting modifications to accommodate IPT, ii. Developing an IPT-enabled network architecture considering the modified existing network architecture design, and iii. Installing and testing the necessary hardware and software; b) Conducting the transition from the existing system to the new system and infrastructure; c) Interfacing the existing SAA adjunct systems (listed below) with the new system or replacing them with other systems to provide equivalent functionality i. Voice mail, ii. Voice mail to digital file conversion, iii. Voice teleconferencing, iv. Web conferencing, v. Video teleconferencing, vi. Broadcast fax, vii. Capitol Exchange call center, viii. Broadcast telephone messages for notifications of voting and other legislative actions, ix. Direct connections to the Capitol Exchange for call assistance by Senators, x. Immediate connections to the US Capitol Police for emergencies with minimal (911) or no dialing required, and xi. Interconnection with a Dialogic Communications Corporation notification system. d) Providing Operations Support System (OSS) capabilities such as: i. Provisioning, including moves, adds, changes, and deletes, ii. Call accounting, iii. Call Detail Record (CDR) generation, iv. Billing, v. Network monitoring and management, vi. Traffic management, vii. Directory management, viii. Security management, ix. Voice Quality of Service (QoS) monitoring and management, x. Network and equipment inventory management, xi. Trouble management, and xii. Continuity of operations. e) Systems integration services, including: i. Installation and test of the new system and upgraded infrastructure, and ii. Conducting the transition process to move from the existing environment to the new TMP environment. f) Training for: i. Technical operational support staff, and ii. System users. g) Operations, administration and maintenance support, including warranty support. Locations involved in the TMP are the: 1) Capitol Hill campus area comprising six major buildings and several smaller buildings or locations within buildings, 2) Alternate Computing Facility (ACF) outside Washington, D.C., The TMP will also anticipate future connectivity to Senators' state offices, which should be included in any plans or designs so it can be easily incorporated into the upgraded telecommunications system at a future date. Requirements: In the response the vendor must identify its suppliers, subcontractors, corporate partners or teammates if any, and the role for each. Failure to provide information on requested information or requirements below may result in disqualification of the vendor from further consideration by the SAA. Qualified vendors must show their ability to successfully accomplish the TMP by providing: a. Three or more examples in which the vendor has successfully installed and made operational enterprise-wide telecommunications systems employing IP-enabled voice technology i. Number of discrete engagements / contracts, ii. Number of lines, locations, and users per installation; b. Three or more examples in which the vendor has transitioned an enterprise from TDM technology to IPT technology, including a description of the transition methodology; c. Three or more examples in which the vendor has integrated OSS capabilities (similar to those described above) into IP-enabled voice telecommunications systems; d. Three or more examples describing situations in which the vendor has integrated all, or some, of the adjunct systems (equivalent to those described above) into IP-enabled voice telecommunications systems; e. Three or more examples in which the vendor has implemented network management for VoIP services and the methodology used; f. The vendor must have adequate financial and personnel resources to successfully conduct the TMP. The vendor shall provide their Tax ID and Dunn &Bradstreet number with their response; and g. Three or more past performance references which demonstrate that the vendor is knowledgeable and capable to conduct the complete implementation of an IP-enabled voice telecommunication system including: i. QoS management, and ii. SLA management. iii. Past performance references must provide: a) name of the customer or company; b) name and phone number of the primary contact with customer or company; c) brief description of contract; and d) total contract value. INSTRUCTIONS: Responses to this sources sought request are due to the POC no later than October 31, 2005 at 12:00 Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at acquisitions@saa.senate.gov. The subject line of the email message shall be SSN 2006-S-002 Telecommunications Modernization Project (TMP). No other method of transmittal will be accepted. The response shall not exceed fifty (50) pages. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor?s information. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be requested to submit a proposal in response to a solicitation. Only pre-qualified firms will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in January 2006. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
