- This is notice that Naval Special Warfare Group One, San Diego, Ca intends to award a sole source firm fixed price contract to Marine Services Commercial Diving Company, Inc. of Chula Vista, Ca. under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 for support services as needed for government owned diving equipent. Note # 1 applies This is not a request for offers. The anticipated date of award is 15 Nov 2005. The contractor identified is the only know source for the subject requirement in the local area. Responses to this notice will be used to determine if bona fide competition exists locally. Any such responses must be in writing and include technical and pricing information. The government will not pay for any information submitted. All responses from responsible sources will be fully considered. However, determination to compete or not compete this procurement action is solely the discretion of the Government. All responses must be received not later than Noon PST on 14 Nov 2005. No extensions will be granted.Only electronic submissions will be accepted. Description: Gage Calibration IAW Z-540N, ISO 2001, Navy PMS Gage Cleaning IAW MIL-STD 1330D and NAVSEA ST700-Fl-PRO-010, Scuba Cylinder hydro, cleaning, inspecting and painting IAW required NAVY PMS and DOT Standards, DLSS Certified Valve replacement or rebuilding, MIL-STD Flask certification and maintenance for 11 seperate H.P. Air Flasks, Relief valve test/set or rebuild and certified LOGSUP's DLSS relief valves, Annual SOCA repair and maintenance as required by NAVY P.M.S., Annual Haskel overhaul and maintenance as required by NAVY P.M.S., Annual portable Rix H.P. air compressor and maintenance as required by NAVY P.M.S., H.P. and L.P. Hose Hydrostatic Testing as required by NAVY P.M.S., Hyperbaric Chamber Maintenance as required by NAVY P.M.S., Repair work on LOGSUP Fly Away Charging System (Dog House), Provide authorized MIL-STD M-83248 software for LOGSUP DLSS cleaned to proper cleanliness standards and provide all documentation to support system certification, Must have NAVSEA approved process control porcedures (PCPs) for cleaning and tesing of air and oxygen DLSS Systems I.A.W. MIL-STD 1622B and MIL-STD 1330D, Personnel must be factory trained and recertify annually on the cleaning, operation, maintenance and repair of oxygen booster systems, NAVSEA trained air and oxygen cleaning technicians, Personnel must be factory trained and recertify annually on Air Compressor, CPV, Grove Valve maintenance and repair, Must have a Class 100,000 and Class B Clean Rooms Certified by NAVSEA on site with all required equipment laser partical counter, ultrasonic sinks, vacuum ovens, flushing equipement etc Must be D.O.T certified hydrostatic re-test facility S/N B-317), and employees D.O.T certified technicians Technical POC: Stephen Mulholland, Master Diver (619) 437-3616 ph mulhollands@nswg1.anvy.mil
