- NASA/JSC plans to issue a Request for Proposal (RFP) for the following Non-Commercial item/services to perform the Resource Management support functions for the Engineering Directorate. This procurement may include but is not limited to provide Engineering Directorate, Directorate-level Office, and Division-level resource management support. a. Provide and maintain resource and budget reports. Specific tasks include 1) providing resource analyst support for NASA accounting systems; 2) compiling monthly reports addressing current funding, obligations, and cost information; 3) maintaining quality control of financial data; 4) providing technical, cost, and schedule briefings with input from Office or Division personnel for customer reviews; 5) providing support for POP and other budget planning activities; and 5) preparing and maintaining resource plans and status reports comparing actual performance with planned performance. b. Support development of agreements for Directorate, Office, and Division products and services. Specific tasks include 1) preparing and tracking internal task agreements (ITAs), 2) processing task orders for the engineering services contractor, and 3) processing material procurements made by purchase request. JSC plans to issue a five year Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contract with a maximum contract value not-to-exceed $7M. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside and is reserved for SBA Certified 8(a) concerns. 8(a) firms are encouraged to monitor this website as the solicitation will be issued without further notice. See Note 1. The NAICS Code and Size Standard are 541611 and $6M respectively. The anticipated release date of the Draft RFP is in November 2005. Industry is invited to commnet on the contents of the Draft RFP. The draft RFP will provide a closing date for receipt of comments. The Government will evaluate all comments and issue the final RFP in December 2005. The firm date for receipt of proposals will be stated in the final RFP. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer.
