ARMED FORCES RETIREMENT HOME - WASHINGTON STATEMENT OF WORK #2 DIESEL FUEL SECTION 1 ? BACKGROUND The United States Congress established the Armed Forces Retirement Home (AFRH) as a separate Federal Agency in 1991 when it enacted the Defense Authorization Act, Public Law 101-510. The AFRH is comprised of the Armed Forces Retirement Home ? Washington, DC (AFRH-W) and Armed Forces Retirement Home ? Gulfport, Mississippi (AFRH-G). Each site offers independent, Long-Term Care/Skilled Care, Assisted Living and Special Care (dementia) options for its residents. Each site is maintained as a separate establishment of the AFRH for administrative purposes. This contract applies only to AFRH-W. SECTION 2 ? RESPONSIBILITIES Delivery of #2 Diesel Heating Fuel on an as needed basis. The contractor shall deliver #2 diesel heating fuel, less than 1% sulfur, to the AFRH Heating Plant, Building #46, which is outfitted with six (6) gravity feed 20,000 gallon tanks, on an as needed basis. The contractor shall also fill tanks of various generators around the grounds of AFRH campus as designated by the COTR. The #2 fuel oil price will be the Baltimore Harbor price, as posted in the Journal of Commerce and any applicable taxes on day of delivery. In accordance with the AFRH Title V operating permit, each load of fuel must accompanied by fuel oil analysis that provides the following information: o The API Gravity at 60 degrees Fahrenheit o Heat content in BTU per gallon o Weight percent sulfur of the oil There will be no minimum or maximum volume obligations on the part of AFRH. The Contractor will deliver fuel no later than 24 hours after telephone request from the Contracting Officer?s Technical Representative (COTR), or their alternate, is received. This contract will require approximately 15,000 gallons. SECTION 3 ? OPERATING HOURS All work shall be done during normal AFRH operating hours, which are from 7:30 am until 4:00 pm Monday through Friday, excluding Federal Holidays. The COTR or designated representative shall be available during normal AFRH operating hours. SECTION 4 ? GOVERNMENT FURNISHED PROPERTY AND EQUIPMENT NONE. The contractor shall be responsible for providing all tools and equipment necessary to complete the delivery as outlined in this Statement of Work. Contractor shall keep all areas free of debris and trash and shall leave each area in as good or better condition than at arrival. The contractor will have access to public utilities that are also available to the general population such as electrical outlets, water fountains, and restrooms. SECTION 5 ?
