Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitat ion Number W912EE-06-T-0001 is being issued as a Request For Quotation (RFQ) with the intent to award as simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005 -06. This is unrestricted, NAICS Code 532412 (SIC 7359) with annual gross revenues of $6,000,000.00. The U.S. Army Corps of Engineers (USACE), Vicksburg, Mississippi has a requirement for the Rental of Three Tractor/Scraper Units. This procurement may b e quoted as follows: Line Item 000l Supplies/Services: " Rental of Three (3) Tractor/Scraper Units, Quantity: 2, Unit: Months, Unit Price: $ _________; Total amount of Line Item 0001 $ ____________. Line Item 0002 Supplies/Services: " Shipping Costs, Quantity:1, Unit: Lump Sum, Unit Price: $________; Total amount of Line Item 0002 $ ____________. OPTION Line Item 0003 Supplies/Services: " Rental of Three (3) Tractor/Scraper Units, Quantity: 1; Unit: Months, Unit Price: $ _________; Total for Line item 0001 and 0002 $ ________________. Total for Line item 0001, 0002, and 0003 $_________________. 0001 TRACTOR/SCRAPER UNITS: General. The vendor shall provide rental for a 2-month base period and 1 option rental month for three (3) combination tractor and tandem scraper unit similar or equal to a John Deere 9420 with tandem 17 yard pivot dump scrapers similar or equal to Reynol ds 17C1. Equipment offered may be similar or equal to that described as long as equipment performance, horsepower, capacity, etc. are not compromised. The vendor shall also offer pricing for the option rental month for the equipment in the event that the e quipment is needed longer than anticipated. Monthly rental rates shall be based on 200 hours usage of each unit per month. Equipment shall be serviced, in good operating condition, and ready for work prior to shipment. The vendor shall be responsible for a ll repairs incurred during normal operations and shall promptly provide replacement machinery, of equal design specification, in the event that repairs cannot be performed in the field or require downtime in excess of 3 days. Any downtime due to inoperable equipment shall be added back to the end of the rental period. The government will be responsible for routine daily maintenance as required by the maintenance manuals to maintain the equipment in good working order. All equipment shall be equipped with se at belts, back up alarms, and air conditioned operators cab. Quantity to be Delivered. The Contractor shall deliver three (3) tractor/scrapper units to government sites. Delivery Location. The equipment will be operated in LeFlore County, Mississippi and in Humphreys County, Mississippi in the performance of levee repairs. The equipment will be transported to the work site and returned to the vendors facility by the vendor. Vendor is responsible for delivery of equipment to Leflore County site, transfer to Humphreys County site and picking equipment up at end of rental. In the event equipment must be replaced due to equipment failure, the vendor shall be responsible for providing transport of the failed equipment and transport of the replacement. Schedule. Vendor offering of quote shall constitute that the equipment will be available by the delivery date of 12 October 2005. The base rental will start on the delivery date of 12 October 2005 and last for two months. Option rental (Line item 0003), if exercised, will start at the end of the base rental, 7 December 2005, and last for one month. Submittals. The Contractor shall submit the following information with the bid package to verify that the proposed tractor/scraper units as well as the Contractors plans f or delivery meet the requirements of this solicitation. Brochures. Vendor shall provide literature or brochure identifying the units being offered and their specifications. Schedule for Delivery. The schedule shall show when the units will be delivered, how many complete units will be delivered, and what day the base rental period will end. 0002 SHIPPING COSTS: General. The tractor/scrapper units to be supplied under this contract shall meet all specified requirements. Quantity to be Delivered. Equipment offered may be similar or equal to that described as long as equipment performance, horsepower, capacity, etc. are not compromised. Brochures. Vendor shall provide literature or brochure identifying the units offered and their specifications. Schedule for Delivery. The schedule shall show when the day the option rental period beings, how many complete units will be rented during the option, and what day the option rental period will end. Award shall be made to the responsive and responsible offeror whose quote is determined to offer the best value to the Government considering delivery schedule and price. Offeror shall submit with his/her quotation sufficient technical literature, brochures, and product descriptions to enabl e the Government to determine technical acceptability.
