- The performer is tasked to serve on the Deep Water Acoustic Distributed System Concept Review Panel. The panel will review three proposed system concepts and provide technical recommendations to ONR regarding the strengths and limitations of each proposed system concept. The panel's recommendations will be used by ONR program managers to refine the system concept and craft a project execution plan. It is the Office of Naval Research?s intent to make an award to The Regents of the University of California Scripps Institution Of Oceanography on a sole source basis. This procurement will be issued under FAR Part 13 ?Simplified Acquisition Procedures. The Contractor understands that during the performance of this contract, the Contractor, any affiliate of the Contractor, any joint venture involving the contractor, any entity into or with which the contractor may merge or affiliate, or any other successor or assign of the contractor, may not be eligible to participate as a prime contractor, subcontractor, consultant, joint venture, partner, or other agreements directly impacted by the Deep Water Acoustic Distributed System. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
