- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and AWRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number, W44W9M-06-T-0006 is issued as a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-06, Sep 30, 2005. Issued as a small business set aside, responses will be acce pted only from small businesses. The associated SIC code is 8299, NAICS code is 611430, and size standard is $6,000,000. Requirements: Contract shall provide the United States Army's McAlester Army Ammunition Plant, OK with SIX SIGMA BLACK BELT SERVICES in accordance with Statement of Work dated October 6, 2005 and available from the Contracting Officer via email request only to stephen.dunbar@us.army.mil. No telephone requests will be accepted. Services will be provided within a 30 mile radius of the McAl ester Army Ammunition Plant, Oklahoma, 74501. FAR provisions and clauses cited in this solicitation may be accessed through the internet at http://www.arnet.gov/far/. Offerors are directed to the solicitation provision at FAR 52.212-1, Instructions to Offe rors--Commercial Items (JAN 2004), which applies to this acquisition and is hereby incorporated by reference. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (JAN 2004) with their offer. Applying the provision at FAR 52.212-2 Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantage ous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Conformance to the statement of work, experience and qualifications, availability, price, quality, and past performance.
