- Performance decision of a Streamlined Competition Study under OMB Circular A-76. Pursuant to OMB Circular A-76, on May 16, 2005 public notification was made to announce a streamlined competition study of Road Maintenance support activities at five Agency offices and within the Rocky Mountain Regional Office. On September 26, 2005, the Competitive Sourcing Representatives reviewed and certified the compare streamlined competition form (SLCF). Under this formal notification, the Contracting Officer announces that the Agency Tender bid produced the most savings, and the Most Efficient Organization will be implemented. The private sector will not have an opportunity to bid or make an offer on these functions and a solicitation will not be issued.
