- This is a combined synopsis/solicitation issued pursuant to Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. This is a requirement for support of an ORAU Research Associate in the NIH-ORAU Research Associate Program. It is the National Institute of Health, National Institute on Aging's intend to negotiate solely with Oak Ridge Associate University, Oak Ridge, TN for this requirement. This is the only organization that we are aware of that is able, and willing, to appoint temporary foreign workers on the H-1B VISA during periods with H-1B VISAs are not available ot other organizations, owing to the H-1B VISA cap. All responsible sources may submit a quotation, which if timely reeived, shall be considered by this agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition.
