- The Federal Law Enforcement Training Center (FLETC), 1131 Chapel Crossing Rd, Glynco, GA, intends to award a sole source contract to Perseus Development Corp, 50 Braintree Hill Office Park Suite 308, Braintree, MA 02184 for Enterprise Feedback Management (EFM) SurveySolutions software program. It is a real-time and rules-based web survey application system that will: (1) be 100% web based including all the functions of design, invitation, deployment, response management, analysis and reporting; (2) allow unlimited user roles; (3) allow defined permissions based on each user role created;(4) allow questionnaire design in a word processing environment to convert directly into the survey application for level I, II and III surveys; (5) provide real time web based reporting; (6) allow surveys to be shared with other groups or system users; (7) provide centralized control and management of the entire survey process; (8) allow publishing of surveys to be set for local web server or remote FTP server; (9) provide a minimum of two user administration levels (for example EFM system administration and group administration); (10) web-enabled with no additional software to be installed on any workstation for administration and; (11) provide technical support/help desk from the provider and training for users. This synopsis is a notice of intent to award under other than full and open competition and should not be viewed as a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The following provisions in their latest additions apply to this solicitation. FAR 52.212-1, Instructions to Offerors, Commercial Items: FAR 52-212-3, Offeror Representations and Certifications (must now be registered in ORCA); FAR 52-212-4, Contract Terms and Conditions -Commercial Items with addendum that the Government will not pay taxes where an exemption applies. FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues, Executive Orders. Commercial Items and the following additional clauses therein apply: 52.222-21, 52-222-26, 52.222-35, 52.222-36, 52-222-37, 52-225-33 Payment by Electronic Transfer-Central Contractor Registration.
