Description
DRAFT SOLICITATION FILES ARE POSTED ON THE NAVY ELECTRONIC SOLICITATION WEB SITE: https://esoladmin.navfac.navy.mil/ 1. Draft Solicitation. This is a draft solicitation for an environmental remediation services multiple award fixed price indefinite quantity contract under NAICS 562910 (Environmental Remediation Services). Work will be located at Naval and Marine Corps installations in California, Arizona, Nevada, New Mexico and Utah. It is anticipated that most of the work will be in California. The actual solicitation will be issued on or about 17 October 2005. 2. Comments Due. Comments in response to this draft solicitation are due by 7 October, 2005 at 1400. Comments received after the due date may not be considered prior to release of the solicitation. Since this is a draft solicitation, no evaluation letters will be issued to participants. 3. Contract Values. The Minimum Guarantee is established as $25,000 for each awarded contract. The Minimum Task Order Amount is $100,000 and the Maximum Task Order Amount is $10,000,000. Each contract NTE amount will be $120,000,000 for a base year and four (4) option years and the NTE amount for all contracts in total will be $120,000,000. The estimated award amount under this MAC for each year is $24,000,000. 4. Reservation for Two (2) Small Business Awards. This is a negotiated procurement in which the intent is to reserve two (2) awards for small business, and make two (2) awards on an unrestricted basis, with provision for ordering indefinite quantity work. No more than two contracts shall be awarded on an unrestricted basis unless fewer than two small businesses qualify for award under the small business reserve portion of the solicitation, in which case, up to four (4) awards would be made on an unrestricted basis. No more than two (2) awards will be made to offerors competing on the small business reserve portion unless fewer than two businesses competing on the unrestricted portion qualify for award, in which case, up to four (4) awards would be made to offerors competing on the small business reserve portion. No more than four (4) awards will be made in total and the Government reserves the right to reject all offers. The Government will select the offeror(s) whose proposal(s) provide the best value to the Government, price and other factors considered. The Government intends to award without discussions. 5. Small Business Size Standard. The small business size standard for NAICS 562910, Environmental Remediation Services, is 500 employees. 6. Work Requirements. The contractor may be required to perform the environmental remediation or design-remediation (including pre-design work) of media contaminated by solvents, petroleum, oils, and lubricants (POL), metals, acids, bases, reactives, polychlorinated biphenyls (PCB), and pesticides. Along with these more commonly encountered contaminants, a relatively small number of sites may require remediation of radiological or ordnance waste. These contaminants may be present in soils, sediments, groundwater, air, sludge, surface water, or man-made structures. The contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas, or other DOD facilities. 7. Proposed Task Order 0001. NAVFAC SW intends to award Proposed Task Order 0001 for work at Installation Restoration Program Site 2, Magazine Road Landfill, Former Marine Corps Air Station, El Toro, California to one of the sucessful offerors. Please refer to the Attached Statement of Objectives for PTO 0001 in Attachment J-1. 8. Instructions to Interested Parties. This is not a request for proposal and a contract award will not be made from this draft solicitation. We are requesting assistance from the commercial industry in the preparation of a Performance-Based, Environmental Remediation, Environmental Design-Remediation services solicitation with planned inclusion of provisions for guaranteed fixed-price task orders with insurance. You are requested to provide comments and/or questions and/or suggested improvements to the planned solicitation. In particular, your comments are requested with regard to the inclusion of insurance provisions in the basic contract, PTO 0001, and subsequent task order RFPs of the types described in attachment J-5. Conference Notification Date of Conference: A site visit and pre-proposal conference at former MCAS El Toro, California is planned approximately one week after the actual solicitation is posted.
