- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This RFQ has the following line item: Nexwatch Prowatch PE Server Software, Nexwatch Annual Software Maintenance Support, Nexwatch PW5000 Enclosure with power supply, Backup Batteries, Nexwatch Intelligent Controller, Nexwatch Ethernet Daughter Board, Nexwatch Two Reader Cards, Nexwatch S4 Surge Suppressors, Von Duprin Crash Bar Power Supplies, HID 5355 Combination Prox Reader Keypads, Von Duprin Electrified Crash Bars, Von Duprin Door Trim and Power Transfer Cable Kits, Amseco Piezo Sounders Door Contacts and Timer Modules, HID PX-4-H Prox Cards, Cable and Hardware from Panel Location to each Door, Optional Read in/out Additional Door, and Installation. . Proposals must price items listed above. This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFQ based on an integrated assessment of each quotation. This selection will be based on the criteria below. The Government reserves the right to award to other than the contractor with the lowest price. Besides low price, other criteria that will be considered include: (1) Technical capability of the items offered to meet the Government requirement, (2) Price. Ship to: 2145 Monahan Way, Bldg. 28, Wright-Patterson AFB, OH. 45433. Delivery required within 30 days of award, FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.212-1, 52.212-3 and 52.212-2(a). Inserts for 52.212- 2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
