- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 effective 26 August 2005. This is a 100% Small Business Set-Aside acquisition. The video production capabilities attendants to the hardware request enable studio-grade video production for live event programming; both fixed studio and mobile location. It is comprised of a portable, state-of-the-art studio production control unit, in a laptop computer-sized chassis weighing about 15- pounds, that can be operated by a single individual - containing a video switcher, audio mixer, an LCD display, and camera control functions. It provides remote camera controls for up to three cameras, real-time audio recording controls, real-time digital video product formatting and recording for distribution over the Internet, LAN+s, or private lines via a streaming encoder and a streaming server. The VISCA remote camera control compatibility provides NASIC/SCVS with field-mobile, fixed studio and location videography, with remotely-controlled camera systems that can be mounted on portable floor tripods or fixed wall mounts. The three remote cameras are comprised of advanced, 3-CCD, HAD sensors with 1.07 megapixel resolution, 12-x optical zoom, and low-light, low-noise features. The camera azimuth/elevation controls enable rapid, non-vibrational, movement through 120 degrees in 4.5 seconds. Imaging is possible in both 4:3 and 16:9 formats, and the camera mounts can be attached to walls, ceilings, and tripods. The video production workstation includes software and product congruence with professional-level, AVID production/editing systems, taking live camera feeds and enabling real- time editing, file format conversions, and moving video streams to digital storage media. This workstation will also provide essential support for future video image processing and storage requirements for video-on-demand (VOD) capability at the desktop.
