- The is a combined synopsis/solicitation for the Veterans Affairs Palo Alto Health Care System, Research Department prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. Provisions and clauses are incorporated through Federal Acquisition Circular 05-05. The procurement is 100% small business set aside. The solicitation number for this Request is 261-0310-05. The North American Classification Code (NAICS) is 511210 and the small business size standard is $21 million. REQUIREMENTS: This solicitation is for the purchase of Xythos Software (brand name only). SCHEDULE OF SUPPLIES/SERVICES: CLIN 1 – CMC-EDMS-001 1 Xythos Enterprise Document Management Suite 5.0 Includes: Perpetual Xythos Server license for 100 users, AD/LDAP Module, Document routing, Classification, and Retention modules, Backup / Test License of Xythos Server, Developer's Studio, Workflow Designer, Xythos API, 100 Xythos Drive (web DAV Client) Licenses, Search Filters (for indexing various MIME types of search engine), Meta-data and Free-text search, Documentation; CLIN 2 – ENT-MAIN-012-2 Technical Support and Maintenance for one year; and CLIN 3 – ENT-SERV-QIS 3 QuickStart Implementation Service. DELIVERIES: Equipment shall be delivered to the VA Palo Alto Health Care System Attention: Warehouse, PROVISIONS/CLAUSES: The full text of clauses identified herein may be accessed electronically at: http://www.arnet.gov/far (FAR) and http://www.va.govoa&mm/vaar/ (VAAR). In accordance with FAR 52.204-7 Central Contractor Registration (Oct 2003), contractors are required to register in the Central Contractor Registration (CCR) database http://www.ccr.gov prior to award of any contract. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. 52.212-1 Instructions to Offerors Commercial Items; 52.212-2 Evaluation Commercial Items (factors listed in descending order of importance: 1. Technical, 2. Past Performance; and 3. Price). Please submit with your quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. Note: If your representations and certifications have been entered into the http://orca.bpn.gov/ website, you are not required to submit additional representations and certifications. However, you must provide your DUNS number and a statement that the Online Representations and Certifications (ORCA) website has current information; 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes on Executive Orders Commercial Items and in accordance with FAR 12.603(c )(2)(xii) the following provisions under the clause apply (b)(5)(i), (b)(14), (b)(16), (b)(17), (b)(24)(iii), (b)(26), and (b)(32); and 52.233-2 Service of Protest: (a) Protests, as defined in section 33.101 of the Federal Acquisitions Regulations that are filed directly with an agency and copies of any protests that are filed with General Accounting Office (GAO), shall be served on the Contracting Officer by obtaining written and dated acknowledgement of receipt from Contracting Division (CCA/90), 3401 Engineering Lane, Seaside, CA 93955. (b) The copy of any protest shall be received in the office designated above within one day of filling protest with the GAO; 852.233-70 Protest Content; 852.233-71, Alternative Protest Procedure; VAAR 852.270-4 Commercial Advertising; 852.237-70 Contractor Responsibilities; and 852.270-1 Representatives of Contracting Officers. Quotes shall include all information required in 52.212-1 and Schedule of Prices Offered. JUSTIFICATION for Brand Name Only: This software and its license and maintenance are necessary for efficient file sharing and organization in the VA CSPCC at Menlo Park. This software and license is not available from the PCHS-2 vendors. The software will be installed on PC's that run on Windows XP and Windows 200 Professional operating systems and will not be on the VA network and PC's are 508 compliant. The software will also help us reduce our use of scarce IRMS resources such as file storage space and network bandwidth.
