Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire on a full and open competitive basis services that will support the Navy Systems Support Group (NSSG) overall program management responsibility for the Facilities and Equipment Maintenance (FEM) system throughout the DoD and Civil Works Districts of the Army Corps of Engineers. Customers include the Air Force, Army, Navy and Army Corps of Engineers. Each Service has a unique corporate configuration of the FEM application that is specific to that Service. This contract is for development, implementation, maintenance, training, configuration management, and help desk support of the FEM applications. The contractor shall provide technical support to help ensure continued success of the DoD FEM applications. The technical support effort includes software development, classroom and over-the-shoulder user training, implementation support of the production application, data migration support, interface development, configuration management and help desk support and other activities such as facilitation of requirements meetings user conferences and other program management related meetings that support the development, implementation and maintenance of the FEM applications for each DMS customer. As new requirements are identified, the contractor will work closely with the user community of each Service to develop configuration changes necessary to support their business needs. In addition to the software configuration changes, the contractor shall provide legacy data migration and user training necessary to assure a smooth transition from the existing configuration to the new configuration or from other existing applications to FEM. Each Service has a specific configuration of FEM that contains functionality not found in the out-of-the-box version of MAXIMO. Each Services configuration is also referred to as FEM/MAXIMO. Travel will be required in support of this requirement. Additionally, all personnel proposed to perform work in support of this requirement must hold a “Confidential” security clearance and must be U.S. citizens. The solicitation shall contain a requirement for a base period of performance beginning o/a 1 Jun 2005 through 31 May 2006 with four (4) one year option periods. The estimated man-hours are 110,800 per year with a total estimate of 554,000 man-hours for the life of the contract, if all options are exercised. A cost plus fixed fee, indefinite delivery, indefinite quantity type contract is anticipated. Offerors shall be required to submit both cost and technical proposals. The Navy’s evaluation of proposals will consider the offeror’s technical proposal more important than the offeror’s cost/price proposal. The applicable NAICS code is 541411. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Philadelphia Division. NOTE: THE REQUIREMENT IS BEING SOLICITED ON AN UNRESTRICTED BASIS. HOWEVER, ANY AWARD UNDER THIS SOLICITATION WILL BE MADE ON A COMPETITIVE BASIS TO AN ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERN, PROVIDED THAT A MINIMUM OF TWO COMPETITIVE OFFERS ARE RECEIVED FROM ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERNS AS DETERMINED IN ACCORDANCE WITH THE EVALUATION CRITERIA SET FORTH IN THE RESULTANT SOLICITATION. IF A MINIMUM OF TWO COMPETITIVE OFFERS FROM ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERNS ARE NOT RECEIVED, ANY AWARD UNDER THE SOLICITATION WILL BE MADE ON THE BASIS OF FULL AND OPEN COMPETITION FROM AMONG ALL RESPONSIBLE BUSINESS CONCERNS SUBMITTING OFFERS, REGARDLESS OF SIZE STANDARD IN ACCORDANCE WITH THE EVALUATION CRITERIA SET FORTH IN THE RESULTANT SOLICITATION. Upon its release the solicitation will be issued electronically and will be posted at Navy Electronic Commerce OnLine and can be found at www.neco.navy.mil. It is anticipated that the solicitation will be released o/a 21 March 2005. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
