Description
This amendment is being issued as to emphasize provisions contained in the initial/existing solicitation. The closing date has been extended until Monday, September 26, 2005 at 10:00AM EST. The government is seeking to award a firm fixed price contract based on best value. The firm fixed price will be established based on a breakout of materials and labor. As such, offerors shall provide the price breakout in sufficient detail for the government to understand and evaluate offers. In accordance with FAR 52.212-2 of this solicitation the basis for award will be best value. The government will consider price and other factors. Other factors were identified as delivery terms, quality and price. Offerors were instructed to provide a narrative description of their proposed approach to satisfy the requirements contained in the solictation. The narrative description shall address quality of materials and service. Offerors are encouraged to provide as much information as necessary to facilitate the government's understanding and ability to evaluate offers. Proposals are not limited or restricted. Offerors may include samples and designs (see FAR 52.212-1(d). The objective is to provide and install window treatments for 54 windows in the senior executive office spaces in the Pentagon. Therefore, offerors shall determine their own unique approach to meeting this objective and submit a proposal that is in alignment with their proposed approach. Proposals/responses shall include all materials and pricing in alignment with the proposed approach to meet the stated requirement. The desired completion date of 10/14/2005 remains unchanged. However, offerors may submit alternative delivery schedules for the government's consideration as authorized by FAR 52.212-1(e).
