- The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole source hardware contract to Gables Engineering, 247 Greco Avenue, Coral Gables, FL 33146 for the production, modification and delivery of the Gables G7300-01 to Gables G7300-06 version Control Panel used with the Navy?s Traffic Alert and Avoidance Collision System (TCAS). The scope of the effort will be to manufacture modification kits, test, modify, and deliver the G7300-06 system for use on airborne weapon systems platforms to fulfill Navy fleet requirements. Estimated quantities for these items range up to 161 G7300-06 Control Panels over a 48 month period. Quantities may increase as additional requirements are identified, at which time, notification will be made via the Federal Business Opportunities (FedBizOpps) web site. The delivery schedule will start one month after receipt of order with deliveries completed within 49 months after receipt of order. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ACSS is the sole manufacturer of this equipment and is the only qualified source with the necessary knowledge, data, equipment and experience to perform this effort within the required timeframe. A significant capital investment is required to perform this effort. It is anticipated that a Firm-Fixed-Price (FFP) contract will be awarded for a period of 48 months. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command by or before October 6, 2005.
