Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The refernce number is F20Vet52630002. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-05 and DFARS DCN 20050901 Edition. All responsible sources shall submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitation is 532112. This combined synopsis/solicitation is restricted to the UK. Item/Services Description: Rental of one (1) sedan; full size 4 door, 2.0 liter gasoline with automatic transmission, radio and air conditioning. Period of service 1 Oct 05 to 30 Sep 05 in acordance with the satement of work below: STATEMENT OF WORK Long Term Vehicle Lease. Non-Personal Service: The contractor shall provide all labor, tools, parts, materials, facilities, and transportation necessary to provide vehicle lease service for two (2) Class B vehicles. Both will be automatic (European Class Ib) vehicles. Vehicles must be a current year with less than 10,000 miles registered at the time of initial delivery. Requested vehicle specification: Vauxhall Zafira, 5-door with CD, AC, airbags, metallic paint, and PAS or equivalent. Specifications for any equivalent submission must be submitted for approval. Contractor to deliver and retrieve at contract start and end from: United States Army Northern Europe Veterinary Detachment United Kingdom/Iceland Branch Building 44, RAF Feltwell Thetford, Norfolk IP26 4HA Contractor to provide 24 hour, seven days a week, full United Kingdom Vehicle Recovery Service in case of vehicle breakdown: AA, RAC, or comparable road service coverage for the vehicle furnished under this contact. Vehicles will be used for travel to Scotland, Wales, Northern Ireland, The Republic of Ireland and throughout England. Repair and/or replacement of inoperable vehicles are required to be available in these areas. Occasionally vehicles may be driven outside the United Kingdom. All maintenance above the normal operational responsibilities shall be the sole responsibility of the contractor (government personnel shall be responsible for normal operational checks on the vehicles to include checking oil, tire pressure, fluid levels, and refilling the fuel tank). Any scheduled maintenance shall be coordinated with the Government. Temporary replacement vehicles of similar size and type shall be provided during extended periods of maintenance (Excess 1 Day). The contractor will deliver any replacement vehicle within 24 hours after notification that the vehicles(s) are inoperative. Vehicle shall not be replaced for reasons other than repair or urgent maintenance. Any replacement vehicle must be to the satisfaction of the Government. All retrieval of inoperative vehicles and delivery of replacement are responsibility of the contractor. Upon contract start, the contractor shall provide a list of contacts in all areas from which the Government can call for assistance. Contractor to provide 24-Hour help line telephone number. Contract payments will be made by government VISA FAR provision 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition. Offerors shall provide a firm fixed-price offer. FAR 13.106-2, Evaluation of quotations or offerors The Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will provide the best value to the government. The government reserves the right to make award to other than the low bidder. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications of Commercial Items.
