- The "Hard and Deeply Buried Target Characterize, Engage, Assess (HDBTCEA)" Initial Capability Document (ICD) has been released by Air Combat Command (ACC) and is available for interested DOD governmental agencies and DOD contractors. The HDBTDCEA ICD is limited to those concerns that have an official need for this information, have a current DOD contract and a current DD254. Additionally, respondents must provide justification for this information. Approved facility clearance and approved storage capability at the appropriate level for receipt of secure data is required This notice is for information and planning purposes only, is not a request for proposal, and is not to be construed as a commitment by the Government. All information contained is subject to modification and is in no way binding upon the Government.
