Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with IBM Corporation of Bethesda, MD to extend the existing lease of computational capacity and related support services which provides operational air quality forecasts and warnings for the National Weather Service. The air quality model is a permanent part of the National Centers for Environmental Prediction?s production suite. Like all Operational Suite products, the Air Quality Forecast meets the same 99% on-time delivery requirements as the other components of the Operational Suite. Specifically, NOAA intends to modify Contract Number DG133W-02-CN-0013 to continue the lease of two (2) frames totaling 32 IBM RS6000 P655 servers, lease of 4.4 TBs of additional Fibre Channel disk capacity, hardware and software maintenance support for the additional leased items, and additional full time Systems Administrator support for the period November 1, 2005, through September 30, 2006. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish a system capable of meeting the previously cited requirements. Seamless integration of the air quality enhancement into the existing HPC system architecture is required, including integration into National Weather Service?s current hierarchical storage management system. Of particular concern to the Government is accomplishment of the system enhancement without any interruption or degradation of performance both during the actual system upgrade as well as during the remainder of the system?s life (through September 2006). Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing HPC system. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 30 days after publication of this synopsis. SEE Note 22.
