Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number FA4600-05-T-0092 is issued as a request for quotation. Proposals are due to the 55th Contracting Squadron no later than close of business (1700 hours CST)on Tuesday, 27 Sep 05. Proposals shall be submitted via e-mail in a Word, Excel, or PDF format to: joseph.hannasch@offutt.af.mil . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code and small business size standard are 541512; $21 Million. The government intends to issue a FIRM FIXED-PRICE Purchase Order for the items set forth below, subject to the availability of funds. Statement of Work The purpose of this Statement of Work (SOW) is to outline and address requirements for implementation of a Microsoft (MS) Project 2003 Server solution at the Air Force Combat Climatology Center (AFCCC) in Asheville, NC. This implementation requires formal management procedures and documentation at all phases and should address, at a minimum, the following requirements to satisfy the solution: - Provide comprehensive project management for all aspects of the program, from contract award through final operational testing and acceptance, to include: 1. Implement a Microsoft Project 2003 technology pilot that will provide for a better understanding of its capabilities, as well as provide a barometer to assess the technology’s potential use in a broader EPM implementation. 2. Provide training to a small pilot group of project managers, project team members, and project stakeholders to build a foundation of knowledge intended to guide the implementation of a broader EPM solution in subsequent stages. 3. Using the pilot technology, plan and execute a small group of pilot projects to assist in the development of a roadmap to determine how to best deploy this technology in subsequent stages. 4. Configuration management requirements, to include integration with AFCCC’s current task management tool – PVCS Tracker 7.5.2.0 and/or Team Track by Serena. 5. Project timelines/milestones maintenance. - Establish and maintain a working knowledge of the current baseline (server-client environment) at AFCCC; - Provide itemized cost estimates to purchase and install all required hardware, software and firmware (utilizing the Air Force Microsoft Enterprise License and Software Agreement whenever possible - https://www.gunter.af.mil/contracting/microsoftea/documents.aspx); - Procure and install necessary hardware, software and firmware; - Customize a MS Project 2003 configuration to meet AFCCC operational needs & requirements - Provide all necessary initial training (with materials) to the following cadre of users: 1. A basic level introduction to MS Project 2003 for approx. 25 users 2. MS Project Web Access for Team Members to approx. 25 users 3. Portfolio and Executive MS Project Management to approx. 15 users 4. System administration for MS Project to approx. 12 (contract) individuals - Install and test the final agreed upon MS Project configuration; - Provide necessary or requested technical end-user support; - Perform final project review and close out all project efforts. Government Preparation for Project Solution 1. All software licenses needed to perform the necessary installation(s) will be owned and furnished by AFCCC. 2. All hardware and software will meet the minimum standards specified by Microsoft as necessary to run the various 2003 product(s) installed. 3. All courses will be conducted at AFCCC’s training facilities CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (www.ccr.gov) AND HAVE A CURRENT PROFILE IN THE ONLINE REPRESENTATIONS AND CERTIFICATIONS (http://orca.bpn.gov/) PRIOR TO AWARD.
