Description
Nature/Description: The Pinedale Anticline Working Group (PAWG) is a Federal Advisory Committees Act (FACA) chartered group tasked with providing adaptive management monitoring and mitigation recommendations to the BLM for the Pinedale Anticline project area. The nine-member group is comprised of public and government individuals representing various constituencies; the State of Wyoming, Sublette County, City of Pinedale, oil and gas operators, environmental groups, surrounding landowners, range allotment holders and two public-at-large representatives. As established in the gas field development Record of Decision and FACA charter, group meetings must be facilitated. A facilitator was used at the initial meeting with very poor results. Subsequently, meetings have been facilitated by co-chairs elected by the group. However, one of the co-chairs resigned and the remaining chair person has not been effective at facilitating meetings from the BLM's perspective. This has resulted in a highly polarized group that is having difficulty staying focused on goals and effectively utilizing their limited time. Description of Services Required: Services required include a total of eight (8) man-hours public meeting facilitation, another eight (8) man-hours of meeting preparation, and travel time. The individual selected must have the following knowledge/skills; 1) be familiar with the relations between various group members and the BLM, 2) understand the issues the PAWG is dealing with, and 3) be capable of efficiently managing very contentious meetings with very strong-willed members. Unique Qualifications of Contractor: Experienced facilatator, familiar with the public mind-set, manage diverse groups, as well as understanding the contentious environmental issues this group faces.
