Description
This procurement requires the vendor to provide rental services only for an indoor Olympic-sized swimming pool within 8 miles of the Artesia Federal Law Enforcement Training Center to accommodate up to 60 students and or staff only during the following times: 7:30 am to 11:30 am daily and to students or staff from 4:30 pm to 6:00 pm daily requiring a FLETC identification for entry. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification Systems (NAICS) code is 713990. This procurement is set-aside to small businesses or state or local organizations. Regarding evaluation of proposal, interested parties are informed that even though price is an important selection criteria, a best value determination will be made based upon the offer that is technically acceptable and at the lowest price and will be made in accordance with FAR provision 52.212-2 - Evaluation - Commercial Items. The offer must meet the following: (1) provide an indoor swimming pool similar in size to an Olympic-size pool within eight miles of the Artesia Federal Law Enforcement Training Center and accommodate up to 60 individuals, and (2) price. Offeror’s are notified that the Government can cancel this rental at any time by providing 30 days written notice before the cancellation date. The solicitation has provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05, Effective on July 27, 2005. The Government intends to award on 1 October 2005. The period of performance for the rental of the swimming pool is from the date of award through 30 September 2006 with a one year option at the discretion of the Government. In accordance with FAR 52.217-9, a fifteen day written notification shall be provided to exercise the option. The proposed contract shall also have a six month option clause in accordance with FAR 52.218-8 with a 15 day written notification to exercise this option at the contract rates in effect when this clause is exercised. Also, the Government reserves its right to cancel the rental by providing a 30 day written notice. The deliverable for Contract Line Item Number (CLIN) 0001 is the monthly price for renting the indoor pool. Each offeror is required to enter into http//orca.bpn.gov its certifications and representations required by provision FAR 52.212-3 (Mar 2005) - Offeror Representations and Certifications, Commercial Items. The clause FAR 52.212-4 (Oct 2003) - Contract Terms and Conditions-Commercial Items, and the clause FAR 52.212-5 (Jul 2005) - Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items apply to this acquisition and will be in the awarded document.
