Description
NA A twenty five (25) topic Broad Agency Announcement (BAA) sponsored by the US Army Communications, Electronics, Research, Development and Engineering Center (CERDEC), valid through 30 September 2007, unless sooner terminated. The BAA is issued under the pro visions of Parts 35.016 and 6.102(d)(2)(i) of the Federal Acquisition Regulation (FAR), which provides for the competitive selection of research and development proposals submitted in response to this announcement. The Space and Terrestrial Communications Directorate (S&TCD) is part of the Communications, Electronic Research Development Engineering Command (CERDEC). There are six Program Directorates, Information Assurance, SATCOM/Space Systems, Wireless & JTRS, Warfighter Information Network, Soldier/Senso r Communications, Combat Systems Communications, as well as Special Projects Offices. Each Program Directorate has a specific mission area of responsibility in support of the Army's need for the most modern strategic and tactical communication technologies . A subcontracting plan is required, if the amount of the proposal exceeds $500,000 and the offeror is other than a small business concern. The offeror must agree to prepare, submit and negotiate in order to incorporate into the contract a plan for subcont racting to small and small disadvantaged business for participation in the effort. A subcontracting plan is not required for an Other Transaction, however, if a team arrangement is contemplated then a copy of the arrangement that provides each contractor's responsibility is requested. Technical questions as well as questions concerning project funding may be directed to the Technical Point of Contact identified on each Research interest prior to proposal submission; no discussions are to be held with offero rs by the technical staff after proposal submission without permission of the Contracting Officer. Funds may not presently be available for the research interests represented in this Broad Agency Announcement. No contract award will be made unless appropri ated funds are available for research and development. Prospective offerors are reminded that only a duly warranted Contracting Officer may obligate the Government to an agreement involving expenditure of Government funds. Multiple awards are anticipated.
