Description
Subject: Historical Housing-Related Data The Office of Federal Housing Enterprise Oversight (OFHEO) has a requirement to secure specific types of housing-related electronic data. The information will be used for basic research into historical price trends and for the analysis of mortgage delinquency and default phenomena. The data sought include historical sale prices, property characteristics, mortgage information and foreclosure histories for single family residences in California, Illinois and Florida. The information may be provided in multiple electronic tables (e.g., a mortgage history table, a mortgage recordation table, etc.), but a unique property identifier will be provided in each to facilitate the appropriate linking of information across the data sources. The following delineates other minimum requirements for the data to be provided. For the majority of counties in California, Illinois and Florida, the historical sales information will report the following information in connection with property sales: a unique property identifier, the transfer price, the transfer date, flags for partial and non arms-length sales, property address, mailing address for the purchaser (containing at least the city, state, and zip code), the total assessed property value (land plus structure), the land assessment value, the improvements assessment, the annual property taxes paid, the year of construction, the lot size, the home square footage (heated or air conditioned area), the type of heating, the type of cooling, the number of fireplaces, the number of bathrooms, the number of bedrooms, an indicator for whether a pool is present, the census tract number, and the census block group. For Illinois and Florida, transaction data must begin in 1998, if not earlier. For California, transaction data must extend back to at least 1989. Inclusive of transactions in all three states, the dataset will contain at least ten million property transactions. For the majority of the counties in California, Illinois and Florida, the mortgage data will show recording dates and lien amounts. Lien recording information must be available in California beginning in at least 1989. For Illinois and Florida, the data period must start in 1998, if not earlier. In addition to recording dates and lien amounts, the data will include property address information. For more than half of the counties in California, information will be provided on: noteholder name, notice of default dates, default amounts, opening bid amounts for trustee sales, REO recording dates and REO transfer values. The contractor will also have available for purchase a dataset that, when used in conjunction with the historical transactions data, allows the user to identify houses that have undergone significant qualitative improvements. The data will allow the user to compare house characteristics at different points in time and identify those characteristics that have changed (e.g., an increase in the number of bathrooms). The contractor must have the capability of providing these data within thirty days of request. All of the data provided to OFHEO must be of high quality and extracted from source records in a reliable way. Dependable, prompt, and knowledgeable support must be provided so that questions concerning field definitions and data anomalies can be resolved in a timely and reliable fashion. Prior to acquisition of any data, the candidate vendor also must be willing to provide prompt and detailed information concerning coverage levels, field definitions, and?if applicable?any apparent data anomalies provided as part of the review process. The vendor must not require upfront payment prior to the provision of the data. It is OFHEO?s intention to negotiate this requirement on a basis of other than full and open competition pursuant to the authority of 41 U.S.C. 253(C) (1). The proposed source is DataQuick, 9620 Towne Centre Drive, San Diego, California 92121-1963. DataQuick is the only source identified to perform this effort for the following reasons: the comprehensiveness and depth of its coverage, the breadth of information collected, its timeliness, and its servicing capabilities. Organizations that determine they meet the specific requirements must furnish detailed information concerning their capabilities. This is not a request for proposal nor a promise to contract. OFHEO will not pay any costs associated with the preparation and submission of organizational data. Responses must be submitted within 15 days of publication of this notice. No solicitation exists. All responses from responsible sources will be fully considered. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive requirement. No additional synopsis will be published. Any RFP will be issued to all qualified firms that respond to this synopsis of intent.
