Description
The U.S. Environmental Protection Agency, Office of Acquisition Management, Superfund RCRA Regional Procurement Operations Division (SRRPOD) is seeking small businesses capable of providing analytical chemistry, biological, and field sampling and analytical support, including data validation, quality assurance and quality control (QA/QC) activities, and logistical support to EPA, primarily at the Agency's regional laboratory facilities and at specified field locations using one or more EPA furnished mobile laboratories and/or field instrumentation. A contractor-provided, contractor-furnished off-site facility or office space in close proximity to the regional laboratory may be necessary for this contract to perform the non-laboratory activities. The Contractor must provide a brief summary and a list of projects and /or contracts where services similar to ESAT have been provided that demonstrate: 1) the ability to perform the ESAT; 2) proficiency in the operation of state-of-the-art analytical equipment and instrumentation to detect and quantify a broad range of environmental contaminants in environmental samples of various matrices; 3) capability of providing biological support in the laboratory and in human and ecological risk assessment; and, 4) familiarity with data validation procedures relating to environmental analytical data. The Contractor must state whether it meets the small business standard for NAICS code 541380, Testing Laboratories, $10 million. Vendors are advised that the ESAT procurement is subject to an Organizational Conflict Interest. Contractors that own or operate a laboratory providing services under an EPA Contract Laboratory Program (CLP) contract or have a significant financial relationship with CLP contractors are determined to have a significant Conflict Of Interest (COI) and will not be eligible for award of the ESAT contract. The offeror will be required to disclose any relationship it has with laboratories in the CLP program or other commercial analytical laboratories. An offeror with relationships in such laboratories will be required to propose its approach for avoiding, neutralizing, or mitigating any significant potential for COI. A offeror which is found to have a significant potential for COI that cannot reasonably be avoided, neutralized, or mitigated or who otherwise fail to provide an adequate COI Plan will be determined non-responsible and eliminated from the competition in accordance with FAR 9.104-1(g) and 9.504. Responses (printed material, photographs, etc.) must be less than 30 pages, one original and two copies, and be delivered to Richard D. Electronic submission to medlin.richard@epa.gov is the preferred method. Proprietary information shall be protected as denoted with submission. This sources sought notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) and is not construed as a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this sources sought or reimburse the costs incurred providing the information requested under this notice.
