- Subject to final approval, the Bureau of the Public Debt intends to acquire on a sole-source basis from J. Thomas Luter, 18764 Prairie Crossing Drive, Noblesville, IN 46062, specialized accounting services focusing in the area of credit accounting and accounting for federal programs dealing with direct and guaranteed loans in support of existing business lines for BPD?s customer, Treasury Agency Services (TAS). Mr. Luter is being selected based on his knowledge, experience and assistance in the development of government-wide federal financial and credit policy issued by Treasury, FASAB and OMB. NO SOLICITATION DOCUMENT IS AVAILABLE. The Bureau of the Public Debt will consider all affirmative responses received no later than 2:00 p.m., EST, September 23. 2005. An affirmative response shall be accompanied by sufficient documentation to clearly show the ability to provide the required services at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered as an affirmative response. If no affirmative response is received, a sole-source award will be made to J. Thomas Luter.
