- This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00244-05-T-0832. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-05 and DFARS Change Notice 20050913. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 336992 and the small business standard is 1,000 employees. This is a 100% Small business Set-aside Action. In the event a qualified small business offer is not received, this requirement becomes unrestricted. The requirement is for the production of vehicle armor kits for eight (8) commercial tractors. The minimum technical requirements are set forth in the attached Statement of Work. The equipment requiring armoring solutions are as follows: Item 0001 20-Ton Tractor, Navistar Model F-5070, 1989, 1 EA Item 0002 20-Ton Tractor, Navistar Model F-5070, 1990, 4 EA Item 0003 20-Ton Tractor, Navistar Model F-5070, 1992, 1 EA Item 0004 15-Ton Tractor, Navistar 4900, 1991, 2 EA Delivery is FOB Destination. Place of delivery is the Naval Construction Battalion Center, Port Hueneme, CA. Time of delivery is 90 days ARO. Central Contractor Registration. . All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7012, Prefer ence for Domestic Commodities; 252.247-7023, Transportation of Supplies by Sea Alt I; 252.247-7024, Notification of Transportation of Supplies by Sea. All responsible sources may submit a quote, which shall be considered by the agency. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number, if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The provision at FAR 52.212-2, Evaluation ? Commercial Item is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (1) Technical capability of the armoring solution to meet all technical requirements in the statement of work. Technical is a Pass or Fail rating. Only those offerors found to be technically capability will be evaluated further. (2) Ability to meet the delivery date; (3) Price and (4) Past Performance. Ability to meet the delivery date and price are of equal importance and when combined are more important than Past Performance.
