- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command (NAVSEA) intends to solicit a new Basic Ordering Agreement (BOA) with Raytheon Company, Network Centric Systems, 1501 72nd Street North, St. Petersburg, FL 33710, for the evaluation, implementation, proofing of equipment changes, related engineering services and repairs, modifications/alteration, GFE repair and maintenance of equipment under the Cooperative Engagement Capability (CEC) program. BOA orders may include (1) studies, analyses, evaluation and testing, training, preparation and/or update of documentation (drawings, manuals and instructions); (2) fabrication of engineering changes, installation and checkout, repair parts, components, accessories, tools, replenishment of INCO spares and repair parts and material management services and operation of a CEC stockpoint. Orders will be issued pursuant to 10 U.S.C. 2304 (c)(1). Raytheon is the sole developer and equipment manufacturer of CEC equipment, and possess the unique experience and knowledge to perform work that is required by the Government.
