- NAVFAC requires the continued administration of the 360-Degree Feedback program in support of the FY-06 NAVFAC Leadership Development Initiative. The 360-Degree Feedback program is administered to future leadership personnel who are in training. It is designed to assist them in acquiring and maintaining superior leadership and directing skills, as well as improvement of interpersonal communications and relationships with superiors, peers and subordinates. The required tasks are: Administer the initial candidate survey for 100 LDI candidates. This involves loading candidate names into a web-accessible database. The candidates will enter names of individuals he/she will use as references. The candidate then assesses himself/herself against a customized leadership skill survey, which inventories current skills and abilities. The survey is tailored to the business lines present in NAVFAC and takes into account unique facets of this organization. Candidate?s references fill out a separate web-based form evaluating the candidate in the areas requested. Contractor collates and evaluates information received from candidates and their references, resulting in a baseline profile; the candidate uses this information as a baseline to meliorate knowledge and skills. The Contractor performs feedback sessions, traveling to six regional NAVFAC locations to meet with LDI candidate groups to discuss survey results. During these trips the Contractor also performs one-on-one sessions with candidates where necessary. The Contactor will perform two Video Teleconference (VTC) sessions for candidates located in overseas and remote locations. Contractor will use NAVFACHQ VTC facilities for these functions. The Contractor provides continuous feedback to the NAVFAC LDI coordinator as to status of surveys, feedback sessions and candidate progress. QUALIFICATIONS: The contractor must be a certified professional, qualified to administer, evaluate and provide feedback for the 360-Degree Assessment. The contractor must possess a comprehensive working knowledge of and experience specific to the significant features and functionality of NAVFAC, Department of Navy, and the United States Government. The period of performance is one-year. Qualified contractors shall submit expressions of interest by 5PM 29 September 2005.
