Description
The Naval Air Systems Command (NAVAIR) Orlando Training Systems Division (TSD) has a requirement to provide products and services associated with the analysis, development, enhancement, upgrade, installation, documentation, operation, configuration management, and sustainment of the United States Marine Corps (USMC) Aviation Training Systems (ATS) Local and Wide Area Networks (LAN and WAN), Command Posts, Tactical Environment Network (TEN) software and other aviation training equipment in order to provide high fidelity distributed mission training capabilities to the Marine Corps ATS sites. The following general requirements will be performed within the Continental United States (CONUS) and Outside CONUS (OCONUS). 1) Provide software configuration management, enhancement and sustainment of USMC TEN software products and documentation. 2) Upgrade and installation of TEN software products in Marine Corps, Navy and Joint Services training devices. 3) Perform analysis, development, upgrade, installation, operation, management and sustainment of USMC ATS LANs, WANs, Command Posts, networking equipment, Electronic Classrooms, Distributed Classrooms and Planning/Brief/Debrief/After-Action Review Equipment 4) Develop, enhance, install, operate and sustain aviation Part Task Trainers (PTT). 5) Integrate the USMC WAN into the Fleet Forces Command (FFC) Navy Continuous Training Environment (NCTE) and Joint Forces Command (JFCOM) Joint National Training Capability (JNTC) architectures. 6) Conduct trade studies, analysis and provide reports associated with network training requirements and courses of action. 7) Provide training in the use of the TEN products and LAN/WAN operation. 8) Provide technical training to existing operators and maintainers at Marine Corps, Navy and Joint Service sites. The efforts identified above will be performed at Marine Corps, Navy and Joint Services sites operating at the U.S. Secret classification level. This requirement will be solicited as full-and-open competition procurement. The government will schedule information sessions for prospective offerors at MCAS New River, Jacksonville, NC and NAVAIR Orlando TSD, Orlando, FL. Specific schedules will be defined in the final RFP. NAVAIR Orlando TSD anticipates awarding an indefinite delivery/indefinite quantity (ID/IQ) contract with firm-fixed price, cost-plus-fixed-fee, and Time & Material task orders in March 2006. The period of performance will be sixty months. The maximum budget for this effort is $29,500,000.
