- Description
- This is a notice of intent to negotiate with McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company (MDC/Boeing), on an other than full and open competitive basis for maintenance, manufacturing of parts, instrumentation, and engineering support for all models of the F/A-18 aircraft and the EA-18G aircraft for flight test programs. These services are in support of the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. A services type contract priced on a cost plus fixed fee, level of effort (term) basis is planned with a base year and four one-year options, for a total of five years of performance utilizing a performance based statement of work. MDC/Boeing possesses certain proprietary rights to these aircraft, the ground and flight test databases, and data analysis techniques (including the data, documentation, software, firmware, and associated information). MDC/Boeing is the only firm that possesses the specific F/A-18A-F and EA-18G aircraft expertise, engineering data, facilities, tooling, and special test equipment required to perform the Governments minimum needs in an accurate and timely manner. Award is anticipated on or before March 31, 2006. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSALS. Consideration of any responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement. To be eligible to receive an award of this requirement, the offeror must be registered in the DoD Central Contractor Registration (CCR) database ? NO EXCEPTIONS.
