- The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with PistolStar, Inc. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the Chief of Naval Operation, Department of the Navy. N09BC OPNAV CIO. This action is being processed in accordance with FAR 6.302-1, only one responsible source. The Government has a requirement for the PistolStar Web Set Password - Global v 7.0. Through market research this is the only software available that performs password management on Lotus Domino without any additional hardware. It also has a very robust functionality with minimal implementation costs. The software has a limited amount of non-required functions. The period of performance for this effort is for 12 months from date of award and one option period. Interested parties may identify their interest and capabilities by 2 PM Eastern time, September 19, 2005. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
