- This announcement is to provide notice that a small business set aside, sole source commercial award under FAR Part 13.5, to BSM, Inc., 32 Elmwood Drive, Kennett Square, PA 19348 is anticipated. The North American Industry Classification System (NAI CS) code is 541710, with a small business size standard of $6.0 million. This notice of intent is not a request for competitive proposals. The impending procurement is to provide the Joint Program Manager-Biological Defense, Joint Biological Standoff Det ection System (JBSDS) Program Office, Aberdeen Proving Grounds, MD, with the necessary nonpersonal services to provide Analytical and Technical support required to directly support the JBSDS program effort against the war on terrorism and efforts related t o the defense against biological weapons and weapons of mass destruction. The JBSDS system will be capable of providing near-real-time detection and discrimination of biological aerosol clouds and early warning of exposure to BW agents. LIDAR (Light Dete ction and Ranging) is the technology approach that has been developed for the JBSDS Increment I System. The expected value of this action is less than $2 million (Base year and four option years), and expected not more than 1 man year of total effort prov ided per year. Because of the critical nature of this procurement and because the current contractor has the institutional memory, background and highly specialized experience required to ensure the success of this critical effort within the mandated time lines, a non-competitive award to BSM, Inc., is intended. Only one responsible source is available without incurring substantial duplication of costs and/or unacceptable delays. This is not a request for proposals and no solicitation is available. Fir ms that believe they can provide this service must provide written capability statements demonstrating their ability to perform these services, which clearly documents qualifications of their personnel regarding the LIDAR technology noted above, within 10 days after publication of this notice. Current top secret clearance is also required. Responses providing insufficient information for evaluation will not be considered. Upon review of the responses, a determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government.
