Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W911W6-05-C-0071 and is issued as a Request for Quotations (RFQ). Under this number, the Aviation Applied Technology Directorate (AATD) intends to award a firm f ixed price contract utilizing FAR Part 13.5Test Program for Certain Commercial Items. We intend to acquire the following: CLIN 0001  1 EACH (EA) 2500 watt CO2 Laser Cutting Machine, CLIN 0002  1 EA 7.5 inch Focal Length High Pressure Lens, CLIN 0003  1 EA Control Software with at least 256 Part Program Capacity, CLIN 0004  Freight. The Laser Cutting Machine must have the following minimum characteristics and/or capabilities: a small footprint to fit into a 10 ft x 10 ft floor area to accommodate a limi ted space; at least a 2500 watt (2.5 KW) resonator to enable cutting aluminum up to .250 thick and steel up to .750 thick; flying optics design mechanism (composed of a moving X and Y axis cutting head); positioning accuracy within plus or minus .0004 over 20 inches of travel, with repeatability of plus or minus .0002 to ensure accurate cutting of parts; a programming control to allow graphic, conversational, or conventional EIA/ISO format for manual data input programming; enclosed cutting area with ventin g capability to draw harmful fumes away from the operator and avoid health hazards; ability to operate at high speeds to accommodate rapid prototyping; built-in strategies to assist inexperienced operators in choosing power settings that produce optimal cu tting conditions with minimal downtime; and have the support staff capable of responding to service calls telephonically or coming onsite to Ft. Eustis within 24 hours. All items shall be delivered to AATD, Building 3519A Mulberry Island Rd, Fort Eustis VA 23604-5577. This synopsis/ solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-05. FAR 52.212-1, Instructions to OfferorsCommercial Items, applies to this acquisition and is incorporated by reference. Ple ase review the clause carefully to ensure that you are submitting all required information with your proposal. A technical description of the items offered in sufficient detail to evaluate compliance with requirements, to include product literature and war ranty as applicable, shall be submitted. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The following factors shall be used to evaluate offers: 1) Technical capability of the item offered to meet the minimum requirements; 2) Price; 3) Past Performance showing a proven record of product longevity and reliability. Submit at least three relevant references. This acquisition is not set aside for small business concerns.
