- This announcement constitutes a Notification of Proposed Contract Action (NOPCA) for a proposed contract award. The Air Force intends to award a sole-source, follow-on contract to Northrop Grumman Corporation (NG) for horizontal integration activities with data, architectures, and security boundaries between established modeling and simulation (M&S) assets & environments, C2 systems, previously stove-piped stand-alone capabilities, and live operational assets. These activities are supported by CASPER which is a unique NG proprietary network management tool. CASPER enables a broad range of military programs and organizations - including (but not limited to) B-2, SBIRS/DSP, Global Hawk, AFIWC, MDA, DMOC, MAJCOMs & COCOMs - to conceive, develop, integrate and test a combined suite of assets that span the sensor/C2/shooter continuum (integrating kinetic and non-kinetic means). Only NG's CASPER can provide this critical support. This effort will begin in FY 06 and continue through FY 09. It will include system and network engineering, design, implementation, and management; system integration; operational and technical architecture analysis; scenario development; multi-level security; modeling, simulation, & analysis; kinetic and non-kinetic weapon system capability analysis, development, integration, & training; and support to real-world operations. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Interested firms should include in their response: the company name; address; CAGE code; a point of contact; size of business (i.e., large business, small business, very small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business); and indicate if U.S. or foreign owned entity. Note that due to security access requirements, foreign participation is not permitted at the prime contractor level. In addition, any responses shall address the firm's capabilities to perform all tasks outlined above. In addition, contractors will indicate whether or not their equipments and services are offered through GSA schedule or any other government-wide agency contract. Responses must be received no later than 45 calendar days after the date of this publication and should not exceed ten (10) pages on 8 X 11 inch paper with type no smaller than 10 pitch. The Government anticipates award of a contract on or about Nov 2005. This synopsis does not restrict the government as to the ultimate acquisition approach nor should it be construed as a commitment by the Government.
