Description
This is a Pre-Solicitation notice for a full and open competition requirement. The Federal Highway Administration will be soliciting qualified sources to award a contract for the management of an annual student intern program, the Summer Transportation Internship Program for Diverse Groups (STIPDG). The contractor will be responsible for managing and administering the program for 80 to 125 college/graduate students to include students? stipends (salaries), housing, travel/transportation, workshops and seminars, field trips, logistics, actual awards, award ceremonies, presentations, and career counseling for all participants for the duration of the contract. The contractor will be responsible for program administration and management; electronic listing, recordkeeping, and management; management and funding of a baseline of student benefits; program evaluation; and reporting. The program will occur annually, for up to five consecutive years, subject to the availability of funding. The STIPDG program, directed at college and graduate level students, is part of the Department?s intermodal effort to promote the entry of women, persons with disabilities, and members of diverse groups into transportation careers where these groups are underrepresented. This program provides opportunities for college students from diverse backgrounds to serve as interns for a ten-week period. Through the STIPDG program, the DOT provides undergraduate, graduate, and law students who have a career interest in the field of transportation with work experience in transportation to facilitate entry into this career field. This solicitation will only be released and available electronically at http://www.fedbizopps.gov, or http://www.fbo.gov under the Vendors option, followed by selection of the acronym DOT for the Department of Transportation, followed by the option Posted Dates to the right of Federal Highway Administration. ACCORDINGLY, NO WRITTEN, TELEPHONE, FACSIMILE OR E-MAIL REQUESTS FOR THE SOLICITATION PACKAGE WILL BE ACCEPTED OR HONORED. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the www.fedbizopps.gov website for any solicitation amendments. However, interested parties can register at the aforementioned site to receive procurement announcements/notifications of postings by e-mail (the grey button at the bottom of the synopsis titled, ?Register to Receive Notification?). FHWA encourages potential offerors and subcontractors to also register at the aforementioned website to be included on the Interested Vendor List (IVL) for this Synopsis. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
