Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI5127; and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-05. The National Institute of Allergy and Infectious Diseases intends to procure, on a sole source basis?using simplified acquisitions procedures laboratory services for vector retransformation and clone isolations as well as clone sequencing for the purpose of developing an HIV-1 vaccine under NIAID Project# Z01- AI-00851-04 (The Role of Viral Resevoirs in the Pathogenesis of HIV Disease.) In order to develop such a vaccine, or other prevention method to stop the sexual transmission of HIV-1 it is necessary to identify and characterize the viruses that are being transmitted. HIV-1 infected patients have a diverse population of viral variants (viral quasi-species), yet only a subset of these virions are transmitted sexually. Sera from transmission pairs have been transferred to Virologic for a receptor use assay. As a part of the study, the entire envelope gene has been amplified and cloned. The vector used in this assay is proprietary information of Virologic and the clones are not transferable from their site. Virologic will complete Qty 22-vector retransformation and clone isolations; and Qty 176-GeneSeq HIV ENV gp sequencing of subsequent clones. For the good of the government, the vendor should not be changed now because extraction and re-amplification of these rare transmission samples is not possible. Virologic has been used in the past to meet similar requirements form other donor samples. Consistency of processes and procedure is critical to avoiding interpretation of experimental results as a result of introduction of unknown variables. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541380; and the small-business size standard is $6 million dollars. This is a firm fixed-price contract, and the FOB terms are (Destination). These items will be delivered to a NIAID facility in Baltimore, MD. FAR 52.225-3. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications?Commercial Items. Central Contractor Registration (Oct 2003) is required. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. By submission, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
