- This procurement requires the vendor to provide gas card services for a maximum of 400 cards and have gasoline stations within five miles of the FLETC location at 1300 W Richey or 91 Gunpowder Road, Artesia, NM. The invoice must show the number of gallons used per card to identify the gasoline usage of each vehicle. Unleaded fuel and diesel fuel must be available for use. The price will be a markup for overhead and profit above the average Navajo rack price for the month or week. The Government shall be exempt form all taxes allowable. The vendor must be able to provide documentation showing the average Navajo Rack price in supporting documentation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification Systems (NAICS) code is 424720. This procurement is set-aside to small businesses. Regarding evaluation of proposal, interested parties are informed that even though price is an important selection criteria, a best value determination will be made based upon the offer that is technically acceptable and at the lowest price and will be made in accordance with FAR provision 52.212-2 - Evaluation - Commercial Items. The offer must meet the following: (1) have a gasoline station with card service within 5 miles of either FLETC location; (2) be able to provide documentation in invoices showing the gasoline used per card holder (vehicle); (3) be able to track the average Navajo Rack Price; and (4) price. Offeror?s are notified that the Government can cancel this service at any time by providing 30 days written notice before the cancellation date. The solicitation has provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05, Effective on July 27, 2005. The Government intends to award on 1 October 2005. The period of performance for the rental of the swimming pool is from the date of award through 30 September 2006 with a one year option at the discretion of the Government. In accordance with FAR 52.217-9, a fifteen day written notification shall be provided to exercise the option. The proposed contract shall also have a six month option clause in accordance with FAR 52.218-8 with a 15 day written notification to exercise this option at the contract rates in effect when this clause is exercised. Also, the Government reserves its right to cancel the rental by providing a 30 day written notice. The deliverable for Contract Line Item Number (CLIN) 0001 is the markup price above the Navajo Rack price. Each offeror is required to enter into http//orca.bpn.gov its certifications and representations required by provision FAR 52.212-3 (Mar 2005) - Offeror Representations and Certifications, Commercial Items.
