Description
A. Combined Synopsis/Solicitation Clarification: 1. Question: Is there a specific film requested? ANSWER: 3M Scotchshield Ultra Safety and Security Window Film, ULTRA 600 Supreme Strength Clear “brand name or equal” (reference FAR clause 52.211-6, Brand Name or Equal [AUG 1999]), with the following salient characteristics: - Film must be clear and shatter proof; - Film shall meet Safety Glazing Standard CPSA 16 CFR, Category II (400 ft./lb.), and ANSI Z97.1, and pass Intensified Weathering Test; - Solar Heat Reduction: 1%; - Glare Reduction: 6%; - UV Blocked: 99%; - “U” Value: 1.10%; - Emissivity: 0.89 - Shading Coefficient: 0.68 - Visible Light: Reflected – 6% Transmitted – 47%. 2. Question: The specifications call for CLEAR film yet cites a shading coefficient of 0.68. This number would indicate that the film is tinted or reflective. Please clarify. ANSWER: Specifications require a film that is clear and has a shading coefficient of 0.68. 3. Question: The specs note, “ensure that all tinted windows have no air bubbles after installation.” Does this mean that the film is tinted or that the windows are tinted? ANSWER: The windows are tinted. 4. Question: Please clarify conflicting statements in the specifications: “clear window film” vs. “shading coefficient of 68%”. These statements conflict with each other as one calls for a “clear film” and the other a “shaded film”. Please clarify which product is required. ANSWER: See the answer to #1 above. 5. Question: What is the name of the contractor that does the window cleaning? ANSWER: The contractor is Atlas Window Cleaning Inc. and the Point of Contact is Tom Bandy at (719) 389-0735. 6. Question: Is there a minimum thickness of film required? ANSWER: The minimum film thickness shall be .006 inches nominal, (.0152mm). 7. Question: What if any physical tests for wind resistance or bomb resistance does this film have to pass? ANSWER: Film shall pass ANSI Z97.1, Safety Glazing Standard CPSC 16 CFR, Category II (400 ft./lb.) and Intensified Weather Test. 8. Question: The specifications are calling for a clear film in some areas and in other areas a tinted film, the specs are confused between a clear and tinted film also. Can you please confirm whether a clear film or a tinted film is required? ANSWER: The specifications do not call for a tinted film. 9. Question: There seems to be a scaffolding system that can be utilized. Can you please provide the name and contact of the window cleaners or the name of the equipment being used to clean the glass? ANSWER: See question/answer to #5 above. 10. Question: Is it okay to utilize a lift to get access to the windows? ANSWER: Yes. 11. Question: What entrance can be used to bring the lift into the building? ANSWER: The double doors at the west side of the building. 12. Question: Is outdoor tires on the lift okay? ANSWER: Yes, so long as the floor is protected. 13. Question: What requirements for this project are there? ANSWER: Requirements are stated in the combined synopsis/solicitation posted on FBO. 14. Question: Do you have to have any experience at all on this type of blast mitigation project for the United States military? ANSWER: No. 15. Question: Do you have to have any certifications from the manufactures for installing thick security films? ANSWER: The specifications do not require certifications. 16. Question: Manufactures do not issue warrantees to Company's that are not certified to install blast mitigation films. We need to be advised of what GSA standard you are trying to achieve. May we suggest a dollar amount or certain number of military projects completed as criteria for selecting Company's that can do a professional job? ANSWER: “GSA standards” are not cited in the specifications therefore are irrelevant. A dollar amount or number of military projects completed are irrelevant to this solicitation. 16.a. Question: Do window film manufactures provide warranty's for installers that are not certified? ANSWER: We would not know without knowing the specific manufacturer. Also, see the wording to question #16 above. 16.b. Question: What GSA level of protection are you trying to achieve? ANSWER: None, this is unrelated to any GSA level of protection. Also, see the wording to question #16 above. 17. Question: What product did you write your spec from? ANSWER: See the answer to #1 above. 18. Question: Our experience from other military projects dictates that there should be requirements for Company's involved as well as installers? ANSWER: Other military projects are irrelevant to this requirement. 19. Question: Can you still get the level of protection you want with a seam in the middle of the glass? ANSWER: The adhesive used to install the film should maintain the level of protection to almost the same level. 20. Question: How high is this window wall? ANSWER: Approximately 524 inches, not including the cross beams. 21. Question: When does the process need to begin? ANSWER: The awardee shall begin the installation process no later than 15 days after receipt of the order and have it completed within 2 weeks. B. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated.
