- Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR THE GATEWAY MANAGER DATA LINK DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH NORTHROP GRUMMAN. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Northrop Grummand, 9326 Spectrum Center Blvd, San Diego, CA 92123. The Sole Source purchase will be for the following Commercial Item: 1 ea Gateway Manger Standard. Part Number: 205-A1219 Description: The Gateway Manager is a tactical data link processor that provides data forwarding, translation, and management of gateway functions. Additionally it provides interfaces to and connectivity among multiple data links. The Gateway Manager also provides the capability to extend Link-16 tactical data beyond-line-of-site through a satellite link. This acquisition is being utilized to enhance the Air Force Flight Test Center’s capability to test and evaluate aircraft equipped with tactical data link systems. Under this project the existing ground systems used to interact with aircraft under test will be enhanced. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750 employees. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Gateway Manager Standard above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 19 September 2005, a Sole Source purchase order will be pursued with Northrop Grumman, 9326 Spectrum Center Blvd, San Diego, CA 92123.
