- This announcement publicizes the National Geospatial-Intelligence Agency?s (NGA) intent to award a sole source commercial Purchase Order to Blanchard Systems, Inc., 650 Poydras Street, New Orleans, LA, for 8 each DALiM LiTHO Pro software licenses and maintenance. Blanchard Systems, Inc., is the only source available in the U.S. who can provide these software licenses due to proprietary rights and copyright restrictions. This notice of intent is not a request for competitive proposals. See note 22.
