- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) Rackmount Telemetry Receiving System w 2 LS-25-PBLUS, Qty 1). This requirement is sole sourced to Lumistar LLC, 2701 Loker Avenue West Suite 230, Carlsbad, CA 92008. Current flight test programs require the operation of a Telemetry Receiving System in the lower-L frequency band (1435-1540 MHz), upper-L band (1710-1850 MHz), and S-band (2200-2400 MHz). This Telemetry Receiving System is also being specified to be 100 percent compatible with the existing Telemetry Receiving Systems in the MTV. Commonality in equipment allows the transfer of specific test setups on test equipment, the ability to use the same test procedures, minimizes training required for the technicians/operators in our group, and provides operator familiarity between each system. Our existing Telemetry Receiving Systems are controlled through a! high speed network interface using hardware/software residing on a single rackmount PC. as the only qualified and approved vendor to produce this part. Any firms believing that they can provide the Telemetry Receiver System may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the Telemetry Receiver System without causing programmatic hardship.
