- ATTENTION POTENTIAL OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS REQUIREMENT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED (i) This is combined synopsis/solicitation number OIF-06-001 issued on 14 September 2005 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation OIF-06-001 is issued as a Request for Quote. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20050901. (iv) This acquisition is being changed from 100% Small Business Set-Aside to Unrestricted do to the Overseas Location Exception. (v) The 39.th Contracting Squadron has a requirement for: (1) Lease of Luxury Sedan, Ford Mondeo or equal, Quantity: 1; Unit of Issue: each. (vi) Detailed Description: Less than 2 years old. Low mileage, under 5,000 kilometers and suitable for long distance travel. Vehicle must include the following: Regular and periodic maintenance, required maintenance, tires, gas and oil, rental insurance, gas key, trip tickets to exit country, authorization to take vehicle from Turkey to Iraq and any other border/customs required documents, approvals or insurances, and gate passes must be provided for extended periods, color black preferable. (2) Lease of Rental Vehicle, Ford Focus or equal, Quantity: 1; Unit of Issue: each. (vi) Detailed Description: Low mileage, under 5,000 kilometers. Vehicle must include the following: Regular and periodoic maintenance, gate pass, any other provisions involved in renting a vehicle. (vii) Period of Performance: 1 Oct 2005 through 30 Sept 2006. Delivery will be to 39 LRS Incirlik A.B., Turkey (viii) The FAR Solicitation Provision 52.212-1, Instructions to Offerors --All proposals must include the following documentation: Tax Payers License, Trade Chamber Registration Signature Circular, Company Registration, (If Applicable) Past Performance Documentation. Commercial Items (Oct 2003). (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999), applies to this acquisition. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government using the factors from 52.212-2. The evaluation factor, which shall be used to evaluate offers: Offeror?s offering the best overall value to the Government will receive the award. (x) Offerors shall include a completed copy of the 52.212-3 Offeror Representations and Certifications ? Commercial Items (June 2003), with each offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Oct 2003) (Deviation), applies to this acquisition. (xiii) The following FAR Clauses also apply to this solicitation 52.232-33 ? Payment by Electronic Funds Transfer ? Central Contractor Registration, 52.232-18 Availability of Funds, 52.252-1 Solicitation provisions incorporated by reference, 52.252-2 Clauses incorporated by reference, 52.211-6 Brand Name or Equal. The FAR clauses mentioned above can be accessed at www.farsite.hill.af.mil. (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) There are no numbered notes applicable.
