- MOTOROLA MOSCAD SYSTEM UPGRADE This is Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. The proposed contract is for a Motorola Supervisory Control and Data Acquisition (MOSCAD) System for which the government intends to solicit and negotiate with only one source under the authority of 6.302-1(a)(2)(ii). The proposed source is Motorola, Inc. The description is a Fire Station Alerting System with two-way communications (both send and receive) to match up with existing Motorola CENTRACOM Gold Elite Radio System at three locations on Wright-Patterson AFB. The government anticipates a sole source award to Motorola, Inc because Motorola MOSCAD software is the only approved software that can be installed that is compatible with the Motorola Dispatch software which is currently installed on the radio system and connecting to any other manufactures equipment would void the Underwriters Laboratories (UL) listing for the MOSCAD system as a whole. This notice of intent is not a request for competitive quotations; however, the government will consider all quotations/responses received within five (5) days of the issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. AFFARS Clause 5352.201-9101, Ombudsman, is applicable to this acquisition. The ASC Ombudsman is Stephen J.
